VS 2012 in Windows 7 - WP7 app will build but not launch

In Windows 7, with VS 2012 already installed and up-to-date:
At this point, all XNA Game Studio 4.0 project templates show up in VS 2012, and I'm able to create and run XNA desktop apps (yay!) and create but not run windows phone apps (aww!)

Specifically:
  • create Windows Phone Game (4.0) - target Windows Phone OS 7.1 (or 7.0 - doesn't matter)
  • try to run code, (F5/start) and I get a deployment error: "No target is available for deploying." Looking up at toolbar area I see that the XNA Game Studio Deployment Device is blank and disabled - I assume it should show dropdown list of phone emulators as in VS 2010
Any suggestions? Or am I still stuck using VS 2010 for phone development under Windows 7? (I teach, and have been told that my lab will remain Windows 7 for next year, so am looking for my best options)
